CPU usage is not going above 50% while rendering

Hello,
I am facing this issue lately, Whenever I'm using adobe after effect or premier etc or playing high-end games my CPU usage is not going over 50%. I don't know why and what is bottlenecking my system. I suppose my CPU is quite powerful but still not getting the performance I want earlier that wasn't the case. Does cooling affect the performance? Should I change motherboard or cabinet?
Please advice.
