Photoshop CS5, although I'm more then likely going to try GIMP and see how that is here soon.

free you say? It's not as advanced as Photoshop CS5 is, but it's not that bad. It takes a bit of tweaking to get things to look almost as good as they would in Photoshop, but it's not a bad program. I'm actually thoroughly happy with it. I made a few icons you see here with GIMP! I also have used it to make that cool awards image I made on my forum.  I'm actually going to look into the other programs mentioned here.  |

Paintshop Pro 9 is my go-to gfx program. I still use MS Paint for gradients, pixel work, and piecing together design concepts. MS Paint for Windows 7 is le suck though.
